Utah’s framework is statute-first and relatively light on administrative rules. HOAs follow the Community Association Act; condos run under a mature Condominium Ownership Act; co-ops are addressed through a marketing/registration statute. The 2025 session added a state HOA Ombudsman and refreshed owner-access and process requirements. Day-to-day, boards have room to operate—but transparency (records, open meetings, clear fine steps) and predictable assessment collection are emphasized. Community Association Managers — Licensing

Do CAMs need a license in Utah?

  • No dedicated CAM license. Utah’s 2025 property-manager licensing law exempts community association managers from the new license.
  • Real-property rental management (for landlords) is separately governed by the Division of Real Estate.
