Nevada runs a regulator-first model. Most common-interest community disputes route through the Real Estate Division’s Ombudsman and pre-suit ADR before court (NRS 38.300–.360). NRS 116 centralizes owner rights, meetings, records, budgets/reserves, and the powerful assessment lien; NRS 116A separately certifies community managers with mandated education and standards. The tradeoff is paperwork and process—but the upside is predictable steps, published rules (NAC 116/116A/116B), and a state office that answers the phone.

Who must be certified?
- Anyone who, for compensation, provides or supervises the physical, administrative, or financial management of a CIC (as defined in NAC 116.615/NAC 116A).
- Provisional and supervising classifications available; continuing education required.
