Nevada runs a regulator-first model. Most common-interest community disputes route through the Real Estate Division’s Ombudsman and pre-suit ADR before court (NRS 38.300–.360). NRS 116 centralizes owner rights, meetings, records, budgets/reserves, and the powerful assessment lien; NRS 116A separately certifies community managers with mandated education and standards. The tradeoff is paperwork and process—but the upside is predictable steps, published rules (NAC 116/116A/116B), and a state office that answers the phone.

Community Manager Certification (NRS 116A / NAC 116A)

Who must be certified?

  • Anyone who, for compensation, provides or supervises the physical, administrative, or financial management of a CIC (as defined in NAC 116.615/NAC 116A).
  • Provisional and supervising classifications available; continuing education required.

Pre-cert education is 60 hours with specific Nevada-law topics (see NAC 116A.120).

Governing Documents & Overlays

  • Governing documents: Declaration (CC&Rs), plats/maps, Articles, Bylaws, Board Rules/Resolutions.
  • Federal overlays: Fair Housing Act, ADA (where applicable), FDCPA (collections), FCC OTARD, etc.
  • State/local overlays: Building codes, water/landscaping ordinances (drought-tolerant landscaping rights in NRS 116.330), local ordinances.
