Maine Community Association Laws

Condominiums (Title 33, Ch. 31), legacy Unit Ownership Act (Title 33, Ch. 10), Mobile Home Parks (Title 10, Ch. 953), corporate acts (Title 13-B/13-C), fair housing (Title 5, Ch. 337). Reference hub

Maine takes a light-touch, statute-first approach. Condominiums are governed by the Maine Condominium Act (with older condos under the Unit Ownership Act), while non-condo HOAs typically operate as Maine nonprofit corporations under Title 13-B with rights and limits set by their declarations and bylaws. There’s no statewide HOA/condo regulator or CAM license; disputes are largely handled through governing documents, the courts, and consumer/fair-housing channels. Mobile home park residents get targeted protections—especially around fees, evictions, and opportunities to purchase when parks are sold—making Maine rules pragmatic and localized rather than agency-driven.

At a glance

  • Condominiums: Title 33, Ch. 31 (creation, association powers, meetings, assessments/liens).
  • Legacy condos: Title 33, Ch. 10 (Unit Ownership Act) for pre-1983 or if not opted into Ch. 31.
  • HOAs (non-condo): No dedicated HOA act; usually Title 13-B nonprofits + recorded covenants.
  • Mobile Home Parks: Title 10, Ch. 953 (fees/rules disclosure, rent/fee changes, eviction process, sale notices with resident offer rights).
  • Managers: No state CAM licensing; see Management & CAM.

Management & CAM

Is a CAM license required in Maine?

  • No state CAM license. Maine is not among the states that license community association managers.
