Arkansas takes a light-touch approach. Condominiums run on an older, concise Horizontal Property Act while most single-family communities lean on their recorded covenants and the Nonprofit Corporation Act for board procedures, meetings, proxies, and records. There’s no condo/HOA ombudsman or state arbitration track here; oversight is largely local and document-driven. Manufactured-housing is the exception, with state health rules for parks and an active Manufactured Home Commission. Arkansas has no condo/HOA-specific administrative code like Florida. Manufactured-housing is regulated by the Department of Health and the Manufactured Home Commission.

Is there a CAM license?

  • No standalone HOA/condo “CAM” license. Association admin is typically corporate/contractual.
  • Property management licenses (2025): AREC now recognizes Property Management Broker and Property Management Associate licenses under the Real Estate License Law. Activities crossing into brokerage/property management may require licensure.

Manufactured-housing credentials

  • Manufacturer, retailer, installer, and salesperson licensing via the Manufactured Home Commission.
  • Park operations must follow Department of Health rules (sanitation, sewer, siting) and applicable local ordinances.

  • Docs hierarchy: Declaration/CC&Rs, Plat, Articles, Bylaws, Rules/Resolutions; condos also follow recorded master deed & HPA.
