Kansas takes a “statute-first, agency-light” approach. The Kansas Uniform Common Interest Owners Bill of Rights Act (KUCIOBORA) sets clear owner rights—open meetings, notice, access to records, budgeting, and director accountability—across most common-interest communities, while older property-type acts (condominium and townhouse) still govern how projects are created. There’s no HOA ombudsman or DBPR-style regulator; disputes are largely handled by the courts, and managers aren’t licensed under a dedicated CAM law. The trade-off is lean oversight with predictable procedures: if boards follow the statute checklists, operations are straightforward—and owners have practical tools when they don’t.
