Kansas takes a “statute-first, agency-light” approach. The Kansas Uniform Common Interest Owners Bill of Rights Act (KUCIOBORA) sets clear owner rights—open meetings, notice, access to records, budgeting, and director accountability—across most common-interest communities, while older property-type acts (condominium and townhouse) still govern how projects are created. There’s no HOA ombudsman or DBPR-style regulator; disputes are largely handled by the courts, and managers aren’t licensed under a dedicated CAM law. The trade-off is lean oversight with predictable procedures: if boards follow the statute checklists, operations are straightforward—and owners have practical tools when they don’t.
At a glance
- Framework: KUCIOBORA overlays procedures (meetings, records, budgets) on most communities.
- Condos: Created/organized under the Apartment Ownership Act.
- Townhouses: Organized under the Townhouse Ownership Act.
- Mobile Home Parks: Landlord-tenant rules under the Mobile Home Parks RLTA.
- Corporate form: Most associations are Kansas nonstock/nonprofit corporations under Chapter 17.
- CAM licensing: No dedicated CAM license; some activities may require real estate licensing (KREC).

Administrative Rules & Guidance
Kansas does not publish HOA/condo-specific administrative rules or run an ombudsman. Governance is statute-driven; disputes are handled via courts. Property managers may intersect with real estate licensing.
Kansas Real Estate Commission (KREC)
No dedicated “CAM license”; brokerage/leasing work may require a real estate license.

Governing Documents & Overlays
- Governing documents: Declaration (CC&Rs), Bylaws, Articles, recorded plats, Board rules/resolutions.
- State overlays: KUCIOBORA procedures apply broadly; Apartment/Townhouse Acts control creation and certain operations.
- Mobile home parks: Use MHPRLTA (Article 25) for lot-rental relationships.
- Federal overlays: FHA/ADA, FDCPA (collections), FCC OTARD, etc.
- Local: Building, zoning, nuisance/parking ordinances may add requirements.
- Conflicts: Statutes generally trump contrary governing-doc provisions; get counsel for interpretation.
