Colorado is statute-first and owner-access oriented. The Colorado Common Interest Ownership Act (CCIOA) drives open meetings, disclosures, records access, and responsible governance policies across most associations, while the older Condominium Act still matters for pre-1992 condos. There’s no active statewide manager licensing; instead, the state’s HOA Information & Resource Center educates owners and registers associations, but doesn’t adjudicate disputes. A notable exception exists for manufactured housing: the state runs formal oversight and rules under the Mobile Home Park Oversight Program. Net effect: transparent, process-heavy, and DIY-enforced—know the steps and the statutes.

What’s required now?
- No active statewide CAM license (program operated 2015–2019; not continued).
- HOA Center is educational and handles HOA registrations; it does not adjudicate disputes.
- Some managers are also licensed real estate brokers—those activities are regulated under broker rules, not CAM-specific rules.
Recent proposals
In 2024, HB24-1078 proposed licensing for management companies (not individuals) but did not pass.
