Arizona takes a light-touch, statute-first approach: open meetings, accessible records, notice, elections, and lien/collection rules are spelled out in the Planned Communities and Condominium Acts, but there’s no statewide HOA regulator or ombudsman. Instead, most enforcement runs through the ADRE HOA/Condo Dispute Process and the Office of Administrative Hearings (OAH). Expect strong transparency requirements and targeted policy items (e.g., public-roadway votes) rather than day-to-day micromanagement.
